Variations on the phrase "You haven't changed" are common informal greetings among forest elves who know each other. Thinking back to the history of forest elves and their strong ties to tradition and consistency, it's not difficult to see why, even among elves who have otherwise developed more progressive tendencies, like Phinn.

It should be noted that, for these same reasons, "You haven't changed" is NOT a common greeting among beach elves.
